The transition to the year 2025 is accompanied by a batch of new measures which will impact many aspects of daily life, from the environment to health, including personal finances. Here is an overview of the main changes in Angers and Maine-et-Loire.
Extension of low emission zones and Crit'Air restrictions
Angers will join the list of 30 French cities implementing low-emission zones (ZFE). These zones, which limit access to the most polluting vehicles, require the use of the Crit'Air sticker.
Vehicles registered before 1997 will be prohibited from driving in the Angevin area. Furthermore, during pollution peaks, additional restrictions may apply to vehicles equipped with Crit'Air 4 and 5 stickers.
Free consultations with the psychologist

Increase in postal rates
Postal items will cost more in 2025. The stamp for a green letter will increase from 1.29 euros to 1.39 euros (+7.8%), while a 20-gram registered letter will be charged 5.74 euros ( +7.1%).
End of restaurant vouchers for food shopping
Restaurant vouchers can no longer be used to purchase food products to cook in supermarkets. This measure, temporarily introduced during the pandemic, will end. From now on, their use will be reserved for restaurants and ready-to-eat meals.
An enriched health record for children
The children's health record will be updated with recommendations on the use of screens, monitoring of mandatory medical examinations to detect neurodevelopmental disorders, and specific advice for adolescents, particularly regarding mental health.
Revaluation of pensions and reform of the RSA
Basic pensions will increase by 2.2%, in line with inflation.
In addition, beneficiaries of active solidarity income (RSA) will be automatically registered with France Travail. An employment contract providing for actions for social and professional integration will become mandatory.
Ban on energy-intensive rental housing
Housing classified G according to the energy performance diagnosis (DPE) can no longer be offered for rental. This measure aims to accelerate the transition to more environmentally friendly housing.
Towards a reduction in plastics
In municipalities with more than 2,000 inhabitants, structures welcoming children, such as nurseries and schools, will no longer be able to use plastic containers for cooking or serving meals.
The price of cigarettes will increase again in 2025
A new increase in the price of tobacco will take place from January 1, 2025, in accordance with a decree published on December 10, 2024 in the Official Journal. This increase will concern all tobacco-related products, whether cigarettes, cigars, heating or rolling tobacco. No brand or category will be spared by this measure.
At least 30 cents more per package
Major cigarette brands will see a minimum price increase of 30 cents per pack. The details of the increases, brand by brand, confirm a trend towards increasing costs for smokers.
